Introduction

In mid 2023, members of the CashCap PMU started framing a stocktaking & forward planning exercise for the entry points for working with national actors proof of concept. This led to the formulation of the Terms of Reference.

In late 2023, Tim McInerny (with the support of Erin McAuliffe) was engaged to support the Reference Group - Anna Kondakhchyan, Jimena Peroni Galli and Vlad Cozma.

Methodology

In early 2024, the inception plan was developed to kickoff the project with an appropriate focus on learning (not an evaluative exercise). The project is following a living framework to move from A to B.

Evidence Gathering

To inform the scope of the evidence gathering an analytical framework was used. It included key assumptions and lines of inquiry based on the Project ToR.

The evidence gathering commenced with two rounds of consultation with the Reference Group (Anna, Jimena & Vlad). Firstly, on methodology and secondly on PoE content.

Then Key Informant Interviews (KII) were conducted with deployees and other stakeholders.

Along the way written evidence was collated into a **repository for the secondary data review.**

In total 13 consultation sessions & 100+ materials have been reviewed to date.
