Continue to engage with Government!
- At the start of the new strategy period, 2022. CC purposely laid out a plan for engaging with governments (see ToR developed by Jackie) as part of its initiatives on localisation.
- The stocktaking did not find anything to indicate that CC allocating energy e.g. scoping, deploying experts etc, towards supporting local and national governments was futile, had reputation risk or other such negative considerations.
- While the sample size was small (Fiji, Guatemala and somewhat a sub-region of the Philippines), the perceptions of those interviewed is that the CC support contributed to or showed promise of contributing towards strengthened Government capacity related to cash.
- Note: It was suggested that CC could setup its own bilateral agreements with Gov (either through NORCAP or standalone) to complement the increasing number of NORCAP MoUs. The stocktake didn’t highlight indications that CC currently has the institutional setup to ensure likelihood of success with this.
- Note: Engaging with Government does not have to start with a comprehensive scoping exercise, but is most likely to be the case. As many Government representatives are not aware of the CC service offering, requesting channels etc.
- In summary, as part of delivering on the objectives laid out in the CC strategy, CC should continue to pilot and refine its approach to engaging with Government.
